The usual way to get clients for web development in India is a pile of identical messages that say “I build websites.” It rarely lands, and the channel isn’t the reason. A stranger can’t check you in ten seconds, so they don’t answer. Fix that first, and email, LinkedIn and WhatsApp each start doing their job. Here’s the order that works, and the one channel you shouldn’t open with.
To get clients for web development in India, build a small portfolio page with real work, choose one type of local business, and find one specific problem on each prospect’s site. Send one personal message by email or LinkedIn, follow up twice, then stop. Move to WhatsApp only after they reply, because WhatsApp’s own policy asks for opt-in permission first.

Prove Your Skills Before You Pitch Anyone
My rule for outreach fits in one line: be honest, prove your skills, and keep it professional. The first part decides whether the other two ever get a chance.
Picture the person reading your message. They’ve never met you, they’re busy, and “web developer” is a title anyone can type into a profile, so what they can actually check, in under a minute and without asking you anything, is a page with real projects on it. That’s why a portfolio page, or a small website of your own, comes before the first message instead of after the first reply.
What goes on that page matters more than how polished it looks:
- Two or three real projects, each with the problem, what you built and what changed for the owner.
- Clearly labelled samples if you don’t have client work yet, such as a rebuilt site for an imaginary clinic. Never pass a demo off as a client project.
- One easy way to reach you: an email address on your own domain and a WhatsApp click-to-chat link (it looks like
wa.me/91followed by your number), so the prospect starts the conversation on their terms. - A page that loads fast on a phone. You’re selling websites, and yours is the first one they’ll judge.
Honest also means no invented testimonials and no inflated numbers. If a speed fix lifted a site’s mobile score, show the before-and-after report. No result yet? Say what you built and leave it there. Our guide to freelance gigs in India covers picking a niche and building a portfolio from zero.
With proof in place, the next problem is finding someone to send it to.
Find Web Development Clients in India Who Actually Need You
Narrow the target before you search. Pick one kind of local business in one area, such as dental clinics or coaching classes in your own city. A message that names their neighbourhood and their trade reads as if it was written for them, because it was.
Google Maps does most of the finding. One DEV Community writer describes the same approach: search by business type and area, then flag listings with no website, or only a social page or directory entry. Treat that as a first filter. A quick search will tell you whether the business has a site that’s just hard to find.
If a business does have a site, open it on your phone. A slow page, a broken contact form, a phone number you can’t tap or a “not secure” warning is a specific, true thing to mention. For a number to point at, run the homepage through Google’s free PageSpeed Insights and note the mobile score. Keep the tone factual and kind.
Write each finding down. A sheet with the business name, the person you’ll contact, what you noticed, the date and the status is plenty. It also stops you messaging the same clinic twice, which is a quick way to look careless.
Cold outreach isn’t the only route, and it doesn’t suit every goal. Another DEV Community developer reports that only two of their first ten clients came from direct outreach, with the rest coming through their network, LinkedIn, referrals and a Quora answer. And if you’re aiming at larger companies with procurement teams, one polite email won’t carry you far.
Selling to a business also changes the conversation. Owners care about missed enquiries and trust, not your tech stack. If you’d rather find clients abroad, that’s a different route, covered in our guide to getting international clients from India.
Email, LinkedIn, Then WhatsApp: Which Channel and When
Each channel has its own job, and mixing them up is where most outreach goes wrong. Here’s how they compare.
| Channel | Best used for | Main risk | Open with it? |
|---|---|---|---|
| A first, researched message to the owner or manager | Reads as mass-sent and lands in spam | Yes | |
| Reaching people who keep an active profile | Account trouble if you automate or message in bulk | Yes | |
| Conversation after they’ve replied or opted in | Breaking WhatsApp’s opt-in policy and getting your account restricted | No |
Cold Email for Web Development: Keep the First Message Small
A cold email has one job: earn a reply. Aim for under 100 words, and write it to one named person.
Step 1: Find a real person. Use the owner’s or manager’s name and an address published on the business’s own site or listing.
Step 2: Put their business in the subject line. “A quick note on [Business]’s mobile site” is about them. “Web development services” is about you.
Step 3: Lead with one specific observation. Say what you saw and on which device. Sound helpful, not critical.
Step 4: Share one proof link and ask one small question. The link is your portfolio page, and the question can be as small as whether a short list of fixes would help.
Step 5: Give them an easy way out. A line like “If this isn’t relevant, tell me and I won’t write again” keeps you professional and your list clean.
Here’s the whole thing as a template. Swap every bracket for something true.
Subject: A quick note on [Business Name]’s mobile site
Hi [First name],
I was looking at [type of business] in [area] and opened your site on my phone. [One specific thing you saw, for example: the booking page took a long time to load.]
I build and fix websites for small businesses. [Two real examples] are on my portfolio: [link].
Would a short list of fixes be useful? No charge for the list. If this isn’t relevant, tell me and I won’t write again.
[Your name]
[Your phone number or WhatsApp link]
Send these one at a time from your own address, a handful a day, each one researched. Google’s bulk-sender rules, announced in October 2023, apply to anyone sending more than 5,000 messages a day to Gmail addresses, and they require one-click unsubscribe. You’ll be nowhere near that volume, but the rules show what a spammy sender looks like to a mailbox provider.
How to Get Web Development Clients From LinkedIn Without Spamming
LinkedIn suits owners and managers who actually keep a profile up. Start with yours: a headline that says what you do and for whom (“Websites for clinics and coaching classes” beats “Web developer”), and your portfolio link in the Featured section.
Then send a short connection request that mentions something specific, and save the pitch for after they accept. A request that sells before it’s accepted is easy to ignore. Once you’re connected, send one message with the same shape as the email: the observation, the proof link, the small question.
Skip the tools that promise hundreds of requests a day. LinkedIn publishes a help page on prohibited software and extensions, and automating your outreach puts the account you’ve built at risk. A few researched requests each day leave you nothing to explain.
WhatsApp: Use It After They Reply
WhatsApp feels more direct than email, which makes it a tempting cold opener. Don’t use it that way. The WhatsApp Business Messaging Policy says businesses may message people only with opt-in permission, and it covers both the Business app and the Business Platform. Messaging people at scale without it can get your account restricted. The policy page shows a last-updated date of 23 September 2026.
So let them opt in. Put a click-to-chat link on your portfolio page and in your email signature, and move to WhatsApp once someone replies or taps it. That way the prospect starts the chat, and you never message anyone who hasn’t asked.
Follow Up, Quote and Stay Professional After They Reply
A single message is easy to miss. The DEV Community writer mentioned earlier follows up twice and then stops, and two follow-ups, then stop is what keeps persistence from turning into pestering. I’d send the first about three days after the original and the second about a week later. A follow-up can be one line: “Just checking this reached you. Happy to send the list of fixes if it’s useful.”
When someone does reply, answer the same day and suggest a short call or chat. Ask what they’re trying to fix before you mention price. After that, put the offer in writing: what’s included, what isn’t, how long it takes, the price and when each payment falls due.
Being professional also covers the paperwork. If you’re registered for GST, your invoices have to follow the rules, and our guide to going from freelancer to agency in India walks through GST thresholds and TDS basics. Anything that touches tax is a question for your CA.
💡 Pro Tip: Screenshot the “before”
If you fix a client’s site speed, run PageSpeed Insights and save the report before you touch anything. A real before-and-after pair is one of the strongest portfolio pieces you can earn, and you can’t recreate the “before” afterwards. Ask the client’s permission before you show their site publicly.
One last check before the first send: whether you’re allowed to send it at all.
Is Cold Email Legal in India? What to Check Before You Send
India has historically had no dedicated law on marketing email, but that doesn’t make every message safe to send. A law-firm summary on Lexology says the IT Act doesn’t cover electronic marketing, and that TRAI’s telecom rules, which include a do-not-call registry, cover calls and text messages instead. That summary is undated, so read it as background, not the final word.
The bigger shift is the Digital Personal Data Protection Act. Its Rules were notified in November 2025, with compliance phased in over 18 months, so the last duties start around May 2027. Until then, a sensible habit is to treat a named person’s email address as personal data: note where you found it, message only people with a clear reason to care, and stop when someone asks.
Keep the platforms’ own rules in view too. WhatsApp asks for opt-in permission, LinkedIn restricts third-party automation, and Google expects one-click unsubscribe at high volume. At a few researched messages a day, following all of them costs you almost nothing.
⚠️ Not legal advice
I’m not a lawyer, and this area is still settling. The DPDP Act has exemptions, and how they apply to business contact details is a question for one. If you plan to email lists at volume, get that advice first.
Frequently Asked Questions
Is cold emailing legal in India?
India has had no dedicated email spam law, but the DPDP Act is phasing in until 2027. Keep messages personal and stop when asked.
How many follow-ups should I send?
Two is enough: one about three days after the first message and one a week later. Then stop and move to the next prospect.
Do I need a website before I pitch clients?
You need at least a one-page portfolio. Prospects check your work before replying, so show real projects and one easy way to reach you.
Can I message businesses on WhatsApp first?
WhatsApp’s policy requires opt-in permission before businesses message people. Start with email or LinkedIn, then move to WhatsApp once they reply.
What should I charge my first client?
Scope the work first, then quote in writing. List what’s included, what costs extra and when payments fall due. Don’t copy prices from other sites.
Where to Start
To get clients for web development in India, start small: one portfolio page, one type of business, five researched messages. Send them by email, follow up twice, and let WhatsApp wait for a reply.
Clients are more likely to answer the developer whose work they can check in a minute and who sounds like a real person.
